Why it mattered

Public buildings serve people who cannot wait: courts, emergency services, federal agencies. They have to keep working while they are rebuilt, and every decision has to stand up to public scrutiny.

The challenge

A federal agency modernized a large historic office building, phasing the work floor by floor around its own staff.

Historic preservation, security clearances and federal CPM specifications added layers of review. Change was frequent, and each request needed a fair, documented answer in time to matter.

Schedule at a glance

How we held the date

Our approach, phase by phase.

The same disciplined sequence we bring to every engagement, shaped around what this project needed most.

PHASE 01PHASE 02PHASE 03PHASE 04
PHASE 01Respect operations

Court calendars, security protocols and operations captured as hard constraints.

PHASE 02Comply from day one

Schedules built to public-sector CPM specifications from the first submission.

PHASE 03Resolve change fairly

Time impact analysis to settle change promptly, on evidence, without dispute.

PHASE 04Cut over without a gap

Moves and system cutovers planned so service never stops.

What changed

The difference we made

Measured the only way that matters: whether the date and the budget held.

Result 01Accepted at every submission

Each schedule update met the federal CPM specification and was accepted without resubmittal.

Result 02Staff moved with the work

Moves to swing space were tied to each floor's turnover, so no team relocated twice.

Result 03Change settled on evidence

Time impact analyses gave both parties a documented basis to resolve change promptly, without dispute.
