Why it mattered

Water infrastructure is invisible until it fails. These programs protect public health for decades and must be built while every tap keeps running, under the scrutiny of ratepayers and funding agencies.

The challenge

A regional water district is modernizing treatment, transmission and storage for the communities it serves, through a multi-year program of nine projects.

The projects share funding sources, contractors and outage windows. When we were engaged, each was scheduled on its own, so a delay on one could quietly consume another's outage window or funding draw without anyone seeing it happen.

Schedule at a glance

The whole program, on one line.

Start to finish, as the schedule tells it. For work still in progress, the bar moves with today's data date.

How we held the date

Our approach, phase by phase.

The same disciplined sequence we bring to every engagement, shaped around what this project needed most.

PHASE 01PHASE 02PHASE 03PHASE 04
PHASE 01Structure the program

Projects, funding sources, permits and outage windows integrated into one master schedule.

PHASE 02Match cash to funding

Cost forecasts aligned to state and federal draws and board approval cycles, so committed money keeps working.

PHASE 03Plan the live tie-ins

Bypasses and service outages placed in low-demand seasons, each with a tested contingency.

PHASE 04Keep a defensible record

Contemporaneous schedule records maintained to withstand any audit, review or claim.

What changed

The difference we made

Measured the only way that matters: whether the date and the budget held.

Result 01One program schedule

All nine projects and their shared constraints sit in a single master, so knock-on effects appear in the period they occur.

Result 02Cash matched to funding

Cost forecasts are aligned to state and federal draw schedules, keeping committed funds working rather than idle.

Result 03Outages planned program-wide

Service outages are coordinated across every project to protect customers and avoid stacking.
