Why it mattered

Water infrastructure is invisible until it fails. These programs protect public health for decades and must be built while every tap keeps running, under the scrutiny of ratepayers and funding agencies.

The challenge

A regional water authority needed to expand groundwater supply to member cities in one of the fastest-growing corridors it serves.

Right-of-way acquisition, river crossings and a new treatment facility each carried independent risk, and all three fed the same in-service date. Easements alone touched hundreds of parcels, and any one of them could stall a pipeline spread.

Schedule at a glance

The whole program, on one line.

Start to finish, as the schedule tells it. For work still in progress, the bar moves with today's data date.

How we held the date

Our approach, phase by phase.

The same disciplined sequence we bring to every engagement, shaped around what this project needed most.

PHASE 01PHASE 02PHASE 03PHASE 04
PHASE 01Structure the program

Projects, funding sources, permits and outage windows integrated into one master schedule.

PHASE 02Match cash to funding

Cost forecasts aligned to state and federal draws and board approval cycles, so committed money keeps working.

PHASE 03Plan the live tie-ins

Bypasses and service outages placed in low-demand seasons, each with a tested contingency.

PHASE 04Keep a defensible record

Contemporaneous schedule records maintained to withstand any audit, review or claim.

What changed

The difference we made

Measured the only way that matters: whether the date and the budget held.

Result 01In-service date met

Water reached member cities on the committed date.

Result 02Parcels tracked one by one

Easements were scheduled parcel by parcel and reviewed weekly, so crews never mobilized to land the authority did not yet hold.

Result 03A record built to be tested

Contemporaneous schedule records were kept to a standard that would stand up to scrutiny of any claim.
